2006 Statewide Coordinated Statement of Need and Comprehensive Plan

The federal Health Resources and Services Administration (HRSA) requires each state to prepare a document - - the Statewide Coordinated Statement of Need (SCSN) - - providing a summary of service needs across the spectrum of care for HIV positive persons, and to develop a comprehensive plan, in accordance with mandates in the Ryan White CARE Act. In response to this requirement and as the Ryan White Title II grantee, the New York State Department of Health AIDS Institute is pleased to present the 2006 SCSN and Comprehensive Plan . This document was developed with extensive input from persons living with HIV/AIDS, service providers, community-based organizations, Title II HIV CARE Networks, Title I Planning Councils, colleagues from programs under all Titles of the CARE Act, AIDS Institute staff, advocates, evaluators and researchers. The draft document was widely disseminated, and numerous comments were received in writing and at community forums held across the State in the Fall of 2005. The final document was enriched by integrating this input reflecting current needs and concerns.

We hope you agree this comprehensive document represents an accurate portrayal of needs across the State, and that it will serve as a guide for our mutual goal of reaching and serving all persons with HIV and AIDS in New York State.
