Minimum Qualifications Current NYS employee with one year or more of permanent or contingent-permanent service as an Assistant Director of Information Technology Services I, M-4; OR a current NYS employee with one year or more of permanent or contingent-permanent service in a title at or above salary grade 29 or M-3 and eligible for transfer under Section 52.6 of the Civil Service Law.
Preferred Qualifications The preferred candidate would have a significant degree of information technology experience, especially in the design, development and maintenance of application software and systems. The incumbent in this position should have a strong background in project management and extensive managerial experience in the IT field, including managing a large application development unit consisting of State and consultant staff. Working knowledge of the Java development environment, application servers and relational databases. Thorough knowledge of the SDLC. Experience with CMMI process improvement approaches. Possess decision-making skills for problem identification and solution recommendation and implementation. Ability to generate new ideas and manage them into reality. Demonstrated ability to think and act strategically, with the ability to anticipate trends and assess consequences accurately. Excellent oral and written communication skills.
Responsibilities This position will serve as Director of the Bureau of Computer Systems Development (BCSD) within the Information Systems and Health Statistics Group. The Director of BCSD will plan, direct and coordinate application programming and systems analysis work for the assigned systems. The incumbent will be responsible for short- and long-term planning, making recommendations and decisions on software and hardware acquisitions, overseeing contracts and contract staff, and employee development and relations. The Director will consult regularly with all levels of DOH management to determine project priorities, system requirements and anticipated future development needs. This includes program area management as well as technical managers responsible for computer security, network management, computer operations, and systems software. The incumbent will manage the performance of all administrative activities related to BCSD and provide bureau level input for budget preparation. The Director will be called upon to develop, promote and enforce standards and policies. Will provide vision and direction for innovative problem solving and anticipate future needs in relation to IT industry trends. Applying an enterprise-wide approach to IT projects and promoting innovative technological solutions to address changing operational needs will be required.
