| Minimum Qualifications | NYS employee with permanent or contingent-permanent status as a Health Program Administrator 3; OR one year of permanent or contingent-permanent service in a title at SG-25 or above that is eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law. |
| Preferred Qualifications | Current Registration as a professional nurse. Two years nursing/administrative nursing home experience as a Director of Nursing or equivalent with a working knowledge of both Federal and State Long Term Care Regulations. Excellent interpersonal, communication and writing skills. Ability to work independently and direct bureau staff. Ability to review and assess/evaluate documentation related to nursing home complaints, investigations, statements of deficiencies and plans of correction, experience in the surveillance and enforcement of nursing homes; ability to assist in informal dispute resolution meetings; and the ability to make determinations relative to facility compliance. |
| Responsibilities | The position will serve as the Director of the Bureau of Quality Assurance and Surveillance. The bureau director will provide direction for the bureau; ensure an effective quality assurance program that meets relevant federal performance standards; conduct all activities related to the Informal Dispute Resolution process; maintain a knowledgeable, professional, and effective quality assurance team; provide effective and supportive management of professional and support staff; ensure open and effective communication with key Long Term Care stakeholders, including Centers for Medicare and Medicaid Services, LTC Regional Office Directors and others; maintain current and accurate knowledge of statewide and regional survey and complaint investigation performance, trends, emerging issues, and concerns; ensure that the statewide Quality Assurance Committee provides accurate, meaningful, and timely analysis of Statements of Deficiencies, and provides meaningful recommendations to LTC Regional Office Directors and Division Director with respect to survey interpretations, to ensure consistency in survey application. |
| Conditions of Employment | Some travel is required throughout areas of New York State which may not be serviced by public transportation. Contingent-permanent, full-time appointment. |
