| Minimum Qualifications | Current NYS employee with permanent status as a Hospital Nursing Services Consultant OR NYS employee with one year of permanent service as a Health Systems Specialist 3, Nurse Administrator 1, or Supervising Medical Care Representative (must be a Registered Nurse) OR eligible for transfer under Section 70.4 of the Civil Service Law (NYS employee with one year of permanent service at G-20 or higher, and meeting the following open competitive minimum qualifications: Current license and registration as a professional nurse in New York State, and four years of public health, community health or other nursing experience in an appropriate facility setting. Two years of this experience must have been providing direct patient care and two years of this experience must have been in nursing supervision, or working in the capacity of a nurse administrator). |
| Preferred Qualifications | Excellent interpersonal, communication and writing skills. Ability to work independently as well as part of a team. Review and assess/evaluate documentation related to nursing home complaints, investigations, statements of deficiencies and plans of correction; experience in the surveillance and enforcement of nursing homes; assist in informal dispute resolution meetings; and the ability to make determinations relative to facility compliance. |
| Responsibilities | The incumbent will assist the Bureau of Quality Assurance with coordination, development and dissemination of surveillance and enforcement policy and procedure; issuing of procedural directives to the regions; examination of documentary evidence and provide consultation or direction to DOH field staff; writing reports and composing correspondence; oversight and coordination of referral for all nursing home cases in which Section 12 fines or other state administrative remedies will be imposed; ensuring federal enforcement remedies recommended by the State are imposed in accordance with federal directives; conducting informal dispute resolution meetings; conduct or accompany field staff on facility surveys as deemed necessary; develop curricula, and provides onsite remediation and training as necessary; coordinate the activities of the statewide LTC Quality Assurance Committee; routinely respond to letters and answers calls from consumers regarding nursing home issues; work collaboratively with consumer, provider and other governmental entities on joint projects or initiatives; and conduct research to improve health and quality of life outcomes for nursing homes. |
