| Minimum Qualifications | Current New York State employee with one year of permanent or contingent-permanent competitive service as a Program Research Specialist 2 (any parenthetic); OR one year of permanent or contingent-permanent service in a title grade 16 or above eligible for administrative transfer under Section 52.6 of the Civil Service Law. |
| Preferred Qualifications | Strong analytical skills; strong written and verbal communications skills. Knowledge of managed care concepts. Ability to manipulate large datasets and knowledge of statistical software including SAS. |
| Responsibilities | The Program Research Specialist 2 in the Bureau of Managed Care Financing will assist in validating and analyzing managed care plan financial data, patient encounter data reported by Medicaid managed health care plans, and paid Medicaid claims submitted through the eMEDny system. The incumbent will assist in responding to policy issues and will assist in developing and refining capitation rate methodologies for Medicaid managed care programs. The position may also include direct contact with health care plans regarding plan-specific financial and encounter data. |
