Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 3 or New York State employee with one year of permanent or contingent-permanent status at a Grade 25 level or above and eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law.
Preferred Qualifications Strong analytical skills; strong written and verbal communications skills. Knowledge of managed care concepts. Ability to manipulate large datasets and knowledge of statistical software including SAS.
Responsibilities The Health Program Administrator 3 in the Bureau of Managed Care Financing will be responsible for contract procurement for the Bureau, including RFP development and contract oversight; will respond to policy issues; may participate in developing and refining capitation rate methodologies for Medicaid managed care programs; may validate and analyze managed care plan financial data, patient encounter data reported by Medicaid managed health care plans, and paid Medicaid claims submitted through the eMEDny system. The HPA 3 will also be responsible for staff supervision.
