Minimum Qualifications Current Department of Health or New York State employee with one year of permanent or contingent-permanent service as a Principal Health Care Management Systems Analyst or current New York State employee with one year of permanent or contingent-permanent service in a title at G-25 or above that is eligible for transfer under Section 52.6 of the Civil Service Law.
Preferred Qualifications Strong analytical skills; strong written and verbal communications skills. Knowledge of managed care concepts. Ability to manipulate large datasets and knowledge of statistical software including SAS.
Responsibilities The Principal Health Care Management Systems Analyst in the Bureau of Managed Care Financing will validate and analyze managed care plan financial data, patient encounter data reported by Medicaid managed health care plans, and paid Medicaid claims submitted through the eMEDny system. The incumbent will respond to policy issues and participate in developing and refining capitation rate methodologies for Medicaid managed care programs. The position may also include direct contact with health care plans regarding plan- specific financial and encounter data. The incumbent will be responsible for staff supervision.
