2007 Managed Care Plan Access and Utilization Report

The 2007 Managed Care Plan Access and Utilization Report, (PDF, 3.13MB, 74pg.) (Requests for this report in an alternate format can be mailed to omcmail@health.state.ny.us) is a supplement to eQARR 2007: An Interactive Report on Managed Care Performance.

This supplemental report contains additional health plan information, such as access to care, and use of services information, such as inpatient and outpatient care rates. New this year is information about the cost of care and relatvie resource use for persons with asthma, diabetes, and acute low back pain.

Data included in this supplement are from two sources:

  1. Plan submitted Quality Assurance Reporting Requirements (QARR) data; and
  2. SPARCS (Statewide Planning and Research Cooperative System).

Prior to submission of data to the Department of Health, all health plans are required to conduct a prospective audit of all their performance measures. The audit is conducted by a certified, independent auditor.

We welcome suggestions and comments on ways in which the department can measure and report plan performance more effectively.
